age & date of birth , Her species lives outside of time constraints, so in comparison to others of her species, it can only be said that she is quite young. But in accordance with human ideas of time… she lived inside of her host until the host’s death at the age of 63, and has been wandering for about a year and a half. So by technical definition she’s 64, if you’re not counting the first 63 years as a gestation period. The real Mrs. McGhann died in a car crash on January 3rd, which is Quinn's materialization date. By her standards she hasn't been born.
gender , Female? She seems partial to the form, anyway.
sexual orientation , asexual for the most part.
species , Sarcenet, a type of Time Vortex inhabitant. Explained more in History. Abilities include taking on what seems like a solid humanoid form, but without so much of a heartbeat as a quiet humming. They don't feel temperatures, or have any major organs or the needs that come with them (like lungs and breathing, for example).
Because she is not naturally time locked, Quinn's mind works much differently. Occasionally she will mentally stumble upon intense information regarding time and space, including events from the past, future, or a parallel universe, but as she cannot sustain this in her current state, she usually promptly forgets. A fully formed Sarcenet understands the flow of time and can flex matter and energy in order to smooth out timelines, but Quinn is nowhere near that. She's essentially a preemie for her species, so living day-to-day is hard enough.

personal style , For all intents and purposes, Quinn seems like a normal child. For the most part, she is short and scrawny, and is often seen in an oversized sundress. Occasionally she adopts a peacoat for the novelty of pockets, but never really bundles up because she doesn't feel the temperatures the way humans do.
When she drops all pretenses and appears in energy form, she appears as a cloud of glowing bits often mistaken for a swarm.

dislikes , Chronovores (and, by extension, flying monkeys), being hit on (she has no idea how to respond), people not being in the right place at the right time, people mucking about in space/time for cheap parlor tricks, being yelled at, having to run from people who want to bottle her up in little jars in the name of science, murder, leprechauns, and pens.
strengths , She is usually too fascinated by things to be frightened of them. Has some knowledge of the future (though it comes and goes). Is great at solving puzzles and quick escapes. Other than that, there's always her lack of internal organs; if she got shot at, it would probably go right through her.
weaknesses , She is extremely naive, and can easily be taken in by someone with bad intentions. She cannot time travel at all in her current state. She doesn’t know how to shoot a gun or use any weapon, really, and is often puzzled by the range of intense human emotions.
fears , Being turned into a mortal entity (all those organs... it would be so gross and freaky she'd probably kill herself to save her from going mad). She also fears the colliding of the universes (we'll get to that later). But her worst fear is finally being grown and able to get back to her own people, only to find she doesn't fit in there.
overall personality , Quinn is a Sarcenet, a species that lives in the time stream (much like chronovores and time wraiths). Sarcenets are beings of pure energy originally formed by excess energy left in the time stream by broken parallels. They are observers. Like some strange sort of metaphysical cleaner fish, it is in their nature to keep time and space in proper order –much like a person keeping their living quarters clean, except much more beneficial to the rest of the universe. They do not usually have enough sense to recognize the weight of what they do, unlike the timelords. Rather, the action seems purely instinctive.
Because they are entirely energy, Sarcenets are not true biological organisms and don't function well on the 'mortal plane', as it were. They are used to watching from the outside, and have a much simpler form of living (especially in relationships to one another) so most would seem bizarrely childlike to humans. Quinn is no exception to this rule. As she is stuck on Earth, she adapted a child's form to make her seem less strange. She is, however, insatiably curious, and wants to know everything about everything. This is probably due to her trying to fill the empty void she feels from the massive amounts of timelines and other information she would receive constantly as an adult of her species. The smallest things fascinate her, like popcorn and toothpaste tubes. If she finds someone interesting and doesn't feel particularly threatened by them, she may spend a few days following them around in a stalker-like manner, just bent on knowing what they'll do next (and next after that, and after that...). If she isn't attacked flat out within the first five minutes of meeting someone, she will generally trust them. She doesn't understand false friendships and could be easily used.
She also doesn't have a sense of morality, first of all because she is an infant and hasn't been taught a concept of right and wrong, and secondly because her species is much more loose about social interactions and tend to accept horrors that happen to other mortal creatures as simply part of the timeline. It is not that she is apathetic or is belittling the organisms on this existential plane, it's just that she is hardwired to accept things such a genocides, murders, adulteries, and wars as things that do happen. She isn't easily upset by these things, but will get upset over smaller circumstances, such as someone yelling at her. Her form tends to flicker like a bad tv channel when she is startled or upset, and if pressed hard enough she'll drop form altogether and disappear through the nearest vent or crack to escape.
Though she looks and acts like a child, and is even young for her own species, Quinn is still a force to be reckoned with. Many of the TimeLords abilities involving time travel were modeled after the Sarcenet race. The species can swim the time stream, understand several timelines at once, sense parallels, alter and disrupt energy and matter. Though she hasn't yet grasped these abilities, if properly taught how to harness them she might become a terrible weapon.

history , Sarcenets die when their consciousness eventually diffuses completely into the time vortex. New Sarcenets are created asexually, but are too small to live inside the time stream. The parent sets the offspring up with a symbiotic relationship in a time-constrained species. The young remain there in a form of commensalism, letting the host live out its normal lifespan unharmed until death. Upon the death of the host, the offspring would be released, much like a butterfly coming out of a cocoon. Host species generally have a lifespan of 200 years, which allows the young to grow considerably before their release.
Quinn’s host was a human, which doesn’t really cover the lifespan requirement. There is no telling why her parent decided to leave her to grow in such a species. Perhaps there was something wrong with her parent, or even with her that made it important that she died prematurely. Perhaps they knew she would survive and needed a half-fledged Sarcenet to be on this planet at this particular time. Sarcenets process a lot of possible timelines, but don't necessarily understand them or process them the way a human might. Whether her kind knew anything about her future or chose to act on this information in anyway is unknowable at this point.
The real Quinn McGhann was a kind woman with a big family and many friends. Her Sarcenet counterpart shared in her life, not experiencing it directly but absorbing information from Quinn's reactions to things. The real Quinn had no knowledge of her counterpart's existence, nor were there any outward signs showing her to be particularly special, except perhaps a slight increase in energy.
Ms. McGhann died at the age of 63 in a car accident, which was the one moment of her life that the new Quinn was there to experience. Sarcenets usually leave directly for the time stream after their host's death, so for Quinn to be stuck watching her host's body be carted away was quite strange for her, not to mention saddening. With her host gone, Quinn had lost a connection to at least a hundred other people. She had no one of her own kind to make up for it. This left her feeling very alone.
There was also another problem. When Quinn's host died, she wasn’t fully-fledged, as it were, and so attempted to mimic a similar human form as a coping mechanism. Because her abilities are so weak, her success at this varies. Sometimes she is not much more than a hologram, other times seems fully solid with skin and hair that can be touched without a problem.
For her first year, she merely wandered, spending the majority of her short times solid in libraries, where her voracious appetite for learning had her tearing through a dozen books a day. The rest of time she would hide in the woods or at a nearby park where she was generally left undisturbed. Eventually the gravity of her situation reached her when several local paranormal investigation teams began searching the woods for her, goaded by odd tales of a flickering ghost light from people who lived nearby. She took to the higher branches of the trees to avoid them, but at one point was chased out by a particularly vicious man with a hand held camera she was able to lose him across a lake, but he had already gotten enough footage for larger investigative teams to come in for research.
Once this started, she decided her best chance for survival would be to convert from energy form to solid for as long as she could manage, mimicking the behaviors of humans. She took to living at orphanages for awhile as a foundling. Generally there were no questions asked, as she looked and acted like a child, and had no family to be sent off to. However, she was just tall enough to be considered an older child, and could only stay at the orphanages for a short length of time before they would decide she was old enough to care for herself.
After leaving the last one, Quinn wasn't sure where to turn next. But after a few nights on her own traveling the moors, she started to feel drawn towards Cardiff, sensing a similar energy source to her own. One night in particular it seemed to spike really high, then disappear altogether. Worrying it might be one of her kin and not wanting to be left alone, Quinn dropped human form and zipped across the UK towards Cardiff at incredibly high speeds. It was not something she did normally, as energy moving that fast can have bad repercussions such as messing with electromagnetic fields or even pyschic abilities. But there was nothing else to be done. Quinn flew to Cardiff, searching out an energy source not unlike her own.
