the big baddy sound good. at this stage, its not desperate, because rose herself doesn't know what's causing it. That's why she came through the rift.

What about a creature who feeds off energy from the Rift? Another race of alien who are like humanoids made of raw energy, who all look identical and can cause energy surges through the city. Blackouts could happen; signals disrupted therefore communication in the crisis could be difficult. This causes the Rift to become unstable, and more aliens and rift victims are appearing more rapidly. Or Aeris - Dae could have been tampered with.
A random idea I came up with today. I could probably write-up a description about this alien race,
Suddenly I have the urge to play the Rani...

I have an idea. You can all tell me to go back to my corner if you think it is crap.
I had this fic I was working on. There are these things called the Rift Riders. They are myths, legends and supposedly were killed out long ago. They were like hired hands, arriving on a planet and destroying things and people. They are animalistic and won't reason. In reality they are just the hired muscle. Out of nowhere swoops the real bad guy to 'save the day' and the poor descimated planet falls to their knees in apppreciation.
They don't realize until it is too late that the real big baddie is the 'Saviour' and they are under their rule.
Jack, John and the Doctor would recognize their name (the Rift Riders) and not the actual creature. (I pictured them along the lines of oversized, hairy, lots of teeth and guns.) They would insist that Rift Riders do not exist and these things must be something else.
The beauty of the RR is that everyone can GodMode them in their posts. All the alien attacks and investigations can lead to these creatures.
What it comes down to is who is in charge of them? The Master? The Daleks? Some unknown new baddie?
Just an idea, though. It would explain the issues with the Rift and all the deaths.

Hmm, I like the idea of an evil savior. That's always fun. But instead of having a separate alien species for the Rift Riders, what if they were just locals under some sort of mental control? Possibly a pied piper/zombie effect--wouldn't get the whole population, just enough to freak out the rest and get them searching for some kind of cure. It would also explain the whole crazy alien thing--they might be affected first.

Maybe the 'savior', could be a local who has been hiding in the UK for ages, planning his next attack. Maybe a rift victim, who has been playing innocent just to earn Torchwood and the Doctor's trust. That way, they'll be hard to pin the blame until it's too late.

Ooh! I like all this. I love the ideas of the RR, and actually, that could fit in with the hunting thread. And as for the 'Saviour' being a local...that is awsome Keep the ideas rolling, and dont hesitate to voice an opinion!
