I'm honestly not sure about it. It would explain the whole Rose bit, but...might extend to being something bigger than anyone can handle. Save maybe the Doctor and Rose, but even then. Several parallel dimensions merging(much less all of them) will probably have a few major side-effects. For the board as-is, I think it's a little too far-reaching. Let 'em try to save Cardiff first, then the parallel dimensions. It might work as a very slow moving plot, though--maybe just start with hints on how Rose came back.
I like it as an explanation, but no one here's really ready to deal with the consequences.

I think the paralel dimensions merging is too much to start with at least, can we start with more localized threats, and move on up at a logical path. As for the merging in the of the parels by itself, that was done in Dr Who with the original Torch wood, and it did not end well. The point it Jack and Ianto would know about the merging bit as would the Dr right off. Letting all dangers from the other wortld s in yes, but i dont think cardif is ready just yet for more cybermen
