Okay, so if the Rift Riders are the things of legend, how would someone local find them? Perhaps this person has/had been sucked into the Rift...
Holy crap! Brainstorm! Could the local baddie be someone who had escaped from Flat Holm and blames TW? Believes that their work with the Rift caused this person to be sucked in and spat out and was perhaps damaged but not as severely as the others at Flat Holm and plotted revenge. Whatever had caused this person to be sucked into the Rift left residual rift energy on them so they are capable to go through it at will, (not realizing that each time they do it eats a bit of their soul or something like that) and meets the RR and hires them.
Just sayin'. (Slinks off to write posts I've neglected!)
((Also, I'd be willing to play the Big Evil if no one else wants.)

I still like the idea of the actual big baddie coming from the Rift, seeing as the universes are supposedly colliding. Since the Rift is an energy space between the universe, the baddie could insist removing the universes leaves more space for Rift creatures, since the universes are no more than dirty bubbles in the water that half the Rift creatures are forced to base their lives around. Rift creatures are obviously much stronger than time-based creatures: think how strong Bad Wolf was. Why should they have to subject themselves to puny things like humans? Earth is under attack first, since it is one of the major causers of parallel universes (thanks to the Doctor's time traveling), but basically it's a war between Rift creatures and everyone else. That means Bad Wolf, Quinn, and even the TARDIS might be called to fight, as well as any other creature based in the Rift. Some of those who have been touched by the Rift, like the people of Flat Holm, might become violent or even zombie like. Other characters could also be affected if they come into contact with Rift energy.
This would be why the Rift Riders have appeared: maybe the title is legend, and the baddie is using it as a fake name for their army, sort of like the Toclafane. I'm sure you could work in the 'fake saviour' bit too, depending on the personality of the big bad.
Of course, powers will have to be tempered down, or else it won't be much of a fight. Maybe bringing in all these Rift beings and connecting them in a big evil network takes a lot of energy, and the big bad needs something in order for his minions to use their full power. A crystal? A certain kind of energy? Maybe a TimeLord brain?

Well I have something a proposal that might run along those lines and might have some canon basis. Does anyone know the Celestial Toymaker? If yes, then good. If not, then he was one of the Doctor's enemies who wielded phenomenal cosmic power. If the White and Black Guardians embodied order and chaos, this guy embodied games and illusions. The thing is, the Doctor kept foiling so many times that probably this time the Toymaker is back for revenge.
Enter the Sixth Doctor locking the Toymaker, who calls himself the Mandarin, into a forcefield of cosmic proportions that the Mandarin was trapped in for all eternity. With the Rift going el polo loco, the Mandarin somehow gets transported from where he is to Cardiff. Knowing that the Doctor is stranded and helpless, the Mandarin sends Clockwork Men to devastate Cardiff and kill the Doctor in the process. Unlike the usual Clockwork Men, these robots were armed with stasers and have deadlocked seals on them. This was put into place by the Mandarin so that the Doctor wouldn't 'cheat' out on this one.
I would suggest that one of the admins RP as the Mandarin and his lackeys so everything would go as smoothly as possible.
