None of it happened or at least it didn't happen the way it did. Everything is different. There was no time war or destruction of planets. It wasn't begun or ended, it just didn't happen. Not that everything is now rosy and peaceful but compared to that destruction this world is a better one. There are still many enemies and monsters out there but there are also new species looking to explore the stars. Thanks to this destruction being foreseen and thwarted, things can be different.
Gallifreyan laws were changed. Any species could come to visit Gallifrey if they wanted and had no intention of warmongering. However you had to get a permit to live here. The amount of years one usually spent in the Time Academy was shortened from more than 100 years to a minimum of twenty two years to give younger Time Lords the chance to get out and explore the stars. The guidelines were still in place. Interference was tolerated as long as the event was in flux, constant change. If it was an established event then major intervention was completely banned.
But the universe is good though trouble is brewing all the time but then what would be the fun of dealing with it if it wasn't?
